New COVID Vaccine Eligibility Threshold Now Allows 50-Year-Olds To Get Life Saving Shots In Westchester County – By Brian Harrod
New Yorkers 50 and older are eligible to make appointments for a COVID vaccine, Governor Andrew Cuomo announced on Monday.
The number of westchester county residents in their fifties is large and will add to the demand for vaccines, but government officials say that supplies are either here or on their way.
The seven-week decline in the infection rate in Westchester has flattened of late, with the current number of active county infections at 5,233.
So far, only one case of the U.K. variant has been identified in the county and none of either the South African or Brazilian variants.

This agreement would provide the same adequate learning environment for Public Schools 8, 15, 25, and 26 as have been established for the remainder of our public schools.

Former first lady of New York Matilda Cuomo on Monday rallied around her son, Gov. Andrew Cuomo, as he faces increasing calls for his resignation.
“I have always had the utmost admiration for Andrew, and I still do,” Matilda, 89, told the Times Union in a phone call from her Manhattan apartment. “He is my son and I don’t like what he is going through.”
The governor, 63, has been embroiled in a scandal involving allegations of inappropriate behavior with younger women, as well as the controversy over nursing home deaths from COVID-19.
Several lawmakers have called for him to step down, including members of his own party, such as State Senate Majority Leader Andrea Stewart-Cousins (D-Yonkers), the highest-ranking Democrat to call on him to resign. He has vowed not to step down.
The Cuomo family matriarch, and widow of former Gov. Mario Cuomo, said she’s told her eldest son “to continue doing his job as governor. Because he is a problem-solver who gets things done for the people of New York.”
The three-term gov “is so much like his father,” Matilda said, adding, “Not many people have the skills he has.”
One of the governor’s three sisters, Maria Cuomo Cole, also spoke to the Albany newspaper — and said the entire family has “rallied around” Andrew.
“He has our 100 percent confidence.”
Neither woman specifically addressed the claims of untoward sexual behavior levied at their loved one.
But Maria, 60, the middle child of the five Cuomo siblings, defended her brother’s record on women’s issues.
“Andrew has led the most progressive agenda in the country on issues of women’s equality and social justice,” said Maria, the wife of fashion designer Kenneth Cole.
“He has empowered more women in leadership roles than any other administration in New York state.”
She said it has been “disappointing” for the powerful political family to see that the governor “wouldn’t receive the support of some elected officials who know his abilities so well.”
“But that’s politics, to a large extent,” she said.
Her advice to her brother was: “develop a thick skin, keep doing your work, stay positive and don’t listen to naysayers.”

POLICE EXAM: Westchester County Will Be Holding A Civil Service test And Is Encouraging People Of Color To Pursue A Law Enforcement Career – By Brian Harrod
WHITE PLAINS, NY: The County is holding a police officer civil service exam for the first time in five years.
It will be held May 15 or May 16. The deadline to file to take the test is March 29. Details are available at www.westchestergov.com/hr.
The exam, to be administered by Westchester County’s Department of Human Resources, will result in a list of eligible police officer candidates for the Westchester County Department of Public Safety, the cities of Rye and Peekskill, and all towns and villages in the County.
The County’s recruiting and outreach efforts across Westchester will include presentations by County Police personnel that may take place in person, when possible, and via videoconference to reach as many people as possible.
The County and the Westchester County Police are also utilizing its social media channels to spread the news about the test.
Among the requirements to take the test:
· All candidates for the exam must be a legal resident of Westchester County at the time of the test and for at least one month prior to it. Candidates will be required to submit proof of residency when requested.
· Applicants must not have reached their 35th birthday by the test date; exceptions are made for persons with military service;
· A high school diploma or equivalent is required;
· U.S. citizenship is required to be appointed as a police officer. It is not required to take the civil service exam.

The proposed work will capture rainwater and cooling the landscapes of high-rises, and townhouses maintained by MHACY.
MHACY President and CEO Wilson Kimball feels that it is essential that Yonkers acts quickly to prepare for the threats that Yonkers Public Housing projects face from climate change.
The study lays out an ambitious plan to retrofit ten MHACY properties over the next few years reduce stormwater pollution into four major waterways – the Hudson, Saw Mill, Sprain, and Bronx Rivers.

Invest in Marketing for Community Affairs programs to attract a broader pool of residents who could benefit from the programs and positive interaction with members of the police department.
Establish and Deploy a Clergy Response Team into neighborhoods to help foster on-going opportunities for discussion between police and the community.
Improve options for reporting discriminatory stops and searches, including establishing a website for public reporting and raising awareness.
Strengthen respect for citizen rights and police procedure during traffic stops by creating an education program focused on informing citizens of their rights and the rights of police officers in conducting an investigation.
Improve public access to YPD policies, procedures, and disciplinary actions by posting internal policies on its website and disclosing the handling of police misconduct cases, including any disciplinary actions taken.
Pursue a performance evaluation program for officers that incorporates metrics based on Community Policing principles.
Improve the functions of the Police Professional Standards Review Committee (“PPSRC”) to ensure adequate community representation and reporting of Committee activities. The YPRC also suggests the City consider incorporating the functions of the proposed Civilian Complaint Review Board (“CCRB”) into the existing PPSRC structure.
Expand NYS Civil Service Banding Zones for Police Entrance Examination scores to provide a larger, more diverse pool of qualified candidates that could be considered for hire.
Strengthen the residency requirement for police officer candidates by extending the period of time that a police officer candidate must be a Yonkers resident, both prior to taking the written exam and post-hiring.
Award points on the Police Examination for long-term residency and for those of underrepresented populations to boost efforts for achieving a workforce that is representative of the diversity of Yonkers’ population.
Establish a Police Examination Preparation Course in Yonkers high schools to help students gain information and familiarity with the police examination and increase their confidence and comfort with taking the test.
Develop a long-term Police Recruitment Strategy for the African American community aimed at increasing the pool of African American police officer candidates. The City of Yonkers should also push for the creation of State and/or Federal police diversity recruitment programs to fund marketing and community outreach activities targeting underrepresented populations within local police departments.
Provide mental health support for police by utilizing the resources of an established Mental Health Crisis Team, as discussed in Recommendation 1.1, and ensure intergovernmental coordination for additional services as may be required.
Engage and train officers in mental health intervention by establishing an open line of communication between YPD leadership and officers on the various situations and incidents impacting their mental and physical health and their ability to perform their job functions.
YPD should explore mental health and wellness training opportunities for supervisors to gain strategies and techniques for recognizing warning signs and applying effective intervention.

YONKERS: A study was completed this month for the Municipal Housing Authority for the City of Yonkers (MHACY) and Groundwork Hudson Valley for promoting environmental resiliency in one of the region’s largest public housing systems.
The proposed work will capture rainwater and cooling the landscapes of high-rises, and townhouses maintained by MHACY.
MHACY President and CEO Wilson Kimball feels that it is essential that Yonkers acts quickly to prepare for the threats that Yonkers Public Housing projects face from climate change.
The study lays out an ambitious plan to retrofit ten MHACY properties over the next few years reduce stormwater pollution into four major waterways – the Hudson, Saw Mill, Sprain, and Bronx Rivers.

- Develop a comprehensive Community Policing Strategic Plan to ensure the entire Department understands and supports a policing model reflecting the desired vision, values, and goals of the community.
- Bring YPD Community Affairs programs into neighborhoods by partnering with community organizations to identify neighborhood locations that could host Community Affairs programs while also serving as “safe places” for families to gather and for parent and youth support services.
- Establish Consistency in Community Outreach Patrols to better familiarize precinct officers with the community, proactively offer resources and assistance to those in need, and establish positive police-community interactions.
- Invest in Marketing for Community Affairs programs to attract a broader pool of residents who could benefit from the programs and positive interaction with members of the police department.
- Establish and Deploy a Clergy Response Team into neighborhoods to help foster on-going opportunities for discussion between police and the community.
- Improve options for reporting discriminatory stops and searches, including establishing a website for public reporting and raising awareness.
- Strengthen respect for citizen rights and police procedure during traffic stops by creating an education program focused on informing citizens of their rights and the rights of police officers in conducting an investigation.
- Improve public access to YPD policies, procedures, and disciplinary actions by posting internal policies on its website and disclosing the handling of police misconduct cases, including any disciplinary actions taken.
- Pursue a performance evaluation program for officers that incorporates metrics based on Community Policing principles.
- Improve the functions of the Police Professional Standards Review Committee (“PPSRC”) to ensure adequate community representation and reporting of Committee activities. The YPRC also suggests the City consider incorporating the functions of the proposed Civilian Complaint Review Board (“CCRB”) into the existing PPSRC structure.
- Expand NYS Civil Service Banding Zones for Police Entrance Examination scores to provide a larger, more diverse pool of qualified candidates that could be considered for hire.
- Strengthen the residency requirement for police officer candidates by extending the period of time that a police officer candidate must be a Yonkers resident, both prior to taking the written exam and post-hiring.
- Award points on the Police Examination for long-term residency and for those of underrepresented populations to boost efforts for achieving a workforce that is representative of the diversity of Yonkers’ population.
- Establish a Police Examination Preparation Course in Yonkers high schools to help students gain information and familiarity with the police examination and increase their confidence and comfort with taking the test.
- Develop a long-term Police Recruitment Strategy for the African American community aimed at increasing the pool of African American police officer candidates. The City of Yonkers should also push for the creation of State and/or Federal police diversity recruitment programs to fund marketing and community outreach activities targeting underrepresented populations within local police departments.
- Provide mental health support for police by utilizing the resources of an established Mental Health Crisis Team, as discussed in Recommendation 1.1, and ensure intergovernmental coordination for additional services as may be required.
- Engage and train officers in mental health intervention by establishing an open line of communication between YPD leadership and officers on the various situations and incidents impacting their mental and physical health and their ability to perform their job functions. YPD should explore mental health and wellness training opportunities for supervisors to gain strategies and techniques for recognizing warning signs and applying effective intervention.
After any public comments are considered, the document will be sent to the Yonkers City Council for ratification or adoption.
Mayor Spano will sign the final document to be sent to the Governor’s Office for review by April 1, 2021.
Yonkers Resident Is Appointed Social Services Commissioner For Westchester County – By Brian Harrod
Westchester County appointed a new commissioner to run the Department of Social Services.
Yonkers resident Leonard G. Townes will take charge of the department effective immediately, County Executive George Latimer said during a news conference.
“DSS is tasked with assisting some of the county’s most vulnerable residents, many who have been impacted severely by the coronavirus pandemic,” George Latimer said.
Townes began his career in Westchester County 34 years ago as an eligibility examiner. In 2002, he took on the role of management fellow and eventually became the department’s deputy commissioner in January 2018.
He is a lifelong resident of Westchester County.

New York To Allow Visitation Of Nursing Home Residents – By Brian Harrod
ALBANY: The New York State Department of Health recommends that visitors take a rapid test before entering a facility; the state will provide rapid tests to nursing homes at no cost. Cuomo says that guidance on visitations will be available on Monday.
YONKERS: During a news conference Friday, Cuomo also supplied additional guidance on the new Yonkers COVID-19 mass vaccination site that will open up on March 3rd.
Cuomo says the Yonkers site will initially be limited to residents of ZIP codes that have low vaccination rates.
Scheduling at the Yonkers site will open up on Wednesday at 8 a.m. and will be open for one week only.

SCIENTIFIC SURVEY: The Pandemic Has Caused Yonkers Children Studying Remotely To Suffer – By Brian Harrod
YONKERS: A new study from NBC News and Challenge Success, a nonprofit affiliated with the Stanford Graduate School of Education, is one of the first to shed light on the differences between students whose classes have been exclusively online and those who’ve been able to attend in person at least one day per week.
The survey last fall of more than 10,000 students in 12 U.S. high schools, including #Yonkers, found that students who’d spent time in the classroom reported lower rates of stress and worry than their online peers.
While just over half of all students surveyed said they were more stressed about school in 2020 than they had been previously, the issue was more pronounced among remote students.
Eighty-four percent of remote students reported exhaustion, headaches, insomnia or other stress-related ailments, compared to 82 percent of students who were in the classroom on some days and 78 percent of students who were in the classroom full time.
Remote students were also slightly less likely to say they had an adult they could go to with a personal problem and slightly more likely to fret about grades than their peers in the classroom. And the remote students did more homework, reporting an average of 90 additional minutes per week, the study found.
When Yonkers started offering a hybrid option in October that allows students to attend in person either Monday and Tuesday or Thursday and Friday, most students chose to remain online.
Only about a third of students are currently in the hybrid program, a Yonkers district spokeswoman said, leaving many classrooms with just a handful of students.
Yonkers School Officials tell NBC News that they have not seen significant differences in grades or test scores between remote and hybrid students.
They say things have gotten better since the beginning of the school year when technical glitches were more common and teachers were still adjusting.
The NBC News and Challenge Success study found that online-only students in Yonkers reported an average of 31 minutes more homework on the weekend and 70 more minutes during the week than their classmates in the hybrid program.
Though most students were not getting anywhere close to the nine hours of sleep recommended for adolescents, reporting just over six hours, the hybrid students reported sleeping an average of about 10 minutes more per night than their online peers.
Everything has been more difficult this year for students at Yonkers, an academically selective school that draws a diverse mix of students — half Latino, 20 percent white, 15 percent Asian, 13 percent Black; educators worry about the long-term impact on a generation of children who are stressed out, struggling to learn and missing their friends.
Multiple studies have found that students — especially those with disabilities and from low-income families — are learning less than they should.
The studies will be featured in NBC News reports this week.
