    • Neeca GibbonsBrian Harrod fyi I know someone up in Yonkers who told me what she knows about the details, she said that the police saw the driver, driving recklessly, so they put on sirens and alerted him to pull over, well I heard that he did pull over, but before the police could get out of their car, he accelerated his car and sped off like a maniac, so if that is the real deal, then that means that they weren’t chasing him from the beginning, in the video you can see him flying like a maniac down riverdale, you see the police, but they were far behind him, driving at a normal pace, people like you keep saying they need to release the full video, well give it a couple of days, most judges are on Christmas vacation, there is no one to arrest, because God don’t like ugly, and made sure that the devil took Devon Haywood to hell, it’s a major holiday, so of course they aren’t going to release anything, until next week

They said the car pulled over when they started to get out of their car the Infiniti car sped off and crashed. There was no chase. He crashed in the next intersection. 4 were confirmed DOA on location and the infinity driver died at jacobi.2

Focusing on what the cop did or didn’t do has nothing to do with the fact some asshole was driving down one of our streets at a high rate of speed and killed 4 teenage kids who just graduated in June and had there whole life ahead of them.   • Keith OlsonAnother thing, Devon Haywood has a history of fleeing the police. You know how I know? Because he ran on me in 2006. When I pulled him over he fled so fast I was amazed and horrified at the same time. We gave up on the pursuit almost immediately for fear he would kill someone. We tracked him down later and arrested him for Reckless Endangerment. Not too long after that, he was a subject of an investigation we did with the FBI targeting violent gang members. We arrested him on federal drug conspiracy charges and he was sentenced to 5 years in federal prison.There is one person to blame here and that is Devon Haywood.15

The Yonkers Police Department released multiple scam alerts after receiving multiple reports of area residents receiving phone calls from schemers alleging to be officers or government officials and demanding money.

YONKERS: Your phone rings and the number comes up on caller ID as the Yonkers Police Department, and the scammers have been threatening fines or to arrest callers if they failed to immediately send them cash.

Scammers are spoofing (914) 377-7900 and precinct telephone numbers while threatening fines or arrest.

Anyone who believes they have been victimized has been instructed to call investigators by calling (914) 377-7375.

Snow Prompts New York Governor Andrew Cuomo To Declare A State Of Emergency In 10 Hudson Valley Counties, But Not In Westchester County – By Brian Harrod

The winter storm was in full swing late Wednesday night in Westchester County, leaving roadways snow-covered and cars slipping — but so far local officials said there were no big problems with power outages.

WESTCHESTER COUNTY: Treacherous roads made for dangerous driving conditions all over the Hudson Valley.

Governor Andrew Cuomo announced a state of emergency north of Westchester that went into effect at 6 p.m. Wednesday due to the monster snowstorm hitting the Tri-State area as the local county’s Bee Line buses were taken off the road till further notice.

The order applies to Sullivan, Ulster, Orange, Putnam, Dutchess, Tioga, Delaware, Broome, Greene, and Columbia counties, with New York City and Westchester County expected to initially bear the brunt of the storm in our area.

County Executive George Latimer urged residents to prepare for the storm.

He advised the likelihood of downed trees and power lines, power outages, coastal flooding and dangerous travel conditions being among the potential impacts that severe winter storms can bring.

With heavy snow and high winds predicted the county’s Department of Emergency Services and the health department advised anyone in the path of the storm have plenty of batteries on hand for flashlights and battery-powered radios and to keep cell phones and other important electronic devices fully charged.

During the storm, residents should remain indoors if possible and stay off the roads.



YONKERS WOMAN: Arrested After Allegedly Spraying Police With Mace During ICE Jail Protest – By Brian Harrod

Bergen County Sheriff Anthony Cureton announced the arrest of Lizbeth Vazquez, 19, of Yonkers, New York

TAKING IT TO THE STREETS: A 19-year-old Yonkers, NY woman was arrested on a riot charge, among others, after a protest on Saturday and again on Sunday regarding conditions at the county jail for ICE detainees.

HACKENSACK, N.J. -Police said she had been previously arrested in the last month for rioting, disorderly conduct, and obstruction in New York.

Lizbeth Vazquez,was arrested on the following charges: 

  • Riot – commission of a crime 
  • Disorderly conduct – inappropriate behavior – creation of a hazardous condition
  • Criminial trespass – defiant trespass
  • Terroristic threats – threat of crime of violence
  • Unlawful possession of a weapon – other weapons
  • Aggravated assault on a law enforcement officer
  • Possession of a weapon for unlawful purpose – other weapons

A Bergen County Sheriff Officer, with the assistance of Hackensack Police, arrested Vazquez after leaving the protest in front of the Bergen County Jail on Sunday, Dec. 13.

The protest was outside of the Bergen County Jail in Hackensack where approximately 150 people gathered on Saturday to protest conditions for ICE detainees.

In a Sunday morning press conference, Sheriff Cureton said the Saturday protest grew “unruly.” Later on Sunday, another protest occurred.

Lizbeth Vazquez and others were upset with Bergen County Sheriff Anthony Cureton contract to imprison ICE detainees and that those detainees might face death if they are returned to their home countries.

The ICE detainees are on hunger strike over the deplorable conditions they face and for their freedom

Sheriff Cureton said during his Sunday press conference that 92% of the detainees have been convicted of serious crimes, including murder and sexual assault.

In some news reports the Sheriff Cureton’s actions were overly aggressive and repressive has he deployed ominously named and heavily armed “Rapid Deployment Force” against protesters.

Some protesting were said to have chanted, ” ‘Why are you in riot gear, I don’t see no riot here!”

New Data Shows COVID Stress On St. John’s Riverside Hospital – By Brian Harrod

StJohn’s Riverside Hospital CEO Ron Corti has described the local health care landscape as volatile.

National Public Radio has created a new platform that allows the public to see what percentages of their local hospitals’ beds are filled by COVID patients. 

Those percentages are being used by New York State Gov. Andrew Cuomo to determine whether hospitals are under stress in their ability to handle an upsurge in COVID patients, which in turn will determine whether the state should impose further restrictions on their surrounding communities.

According to the data reported on the new site, both St. John’s Hospital in Yonkers (which also includes the Dobbs Ferry Pavilion) and the Westch­ester Medical Center in Valhalla have 12%.

New York State considers 10% as an indication that a hospital is “under strain,” while 20% would indicate “extreme stress.”  

There are no COVID patients housed at the Dobbs Ferry Pavilion, which is virus patient free, as all such patients are at the main St. John’s Hospital in Yonkers.

The most stressed facility in Westchester County is the Hudson Valley Hospital Center in Cort­landt Manor with 29% of its beds occupied by COVID patients.

COVID BUST: New York State Liquor Authority (SLA) investigators and officials with the Yonkers Fire Department conducted a compliance check on the premises, discovering 124 patrons packed shoulder-to-shoulder inside the establishment — which had a pre-pandemic maximum occupancy of 48 and could legally hold just 24 patrons under COVID-related regulations.

ILLEGAL CONSTRUCTION: The premises was also cited for illegally expanding into their backyard and the Yonkers Fire Department issued a stop work order.

Yonkers Police Department Arrests Man For Attempted Murder In Monday Shooting

Andy Andrews, a 31-year-old resident of Walnut Street was arrested for attempted murder by the Yonkers police Department

FOR IMMEDIATE RELEASE: Yonkers Police arrest, charge man in Oliver Street daylight shooting incident

PRESS RELEASE: On Monday, December 7th, 2020, at approximately 2:24 PM, members of the Yonkers Police 3rd Precinct were on patrol in the vicinity of Victor Street when they heard multiple gunshots being fired a short distance away.

YONKERS: YPD Officers immediately responded towards the sound of gunfire and upon turning onto Oliver Street discovered a shooting incident that had just occurred with both the victim and several subjects still at scene.

Officers controlled the scene, placing several subjects into custody without incident pending investigation and attended to the victim suffering several gunshot wounds to his person.

As additional police responded, the area was cordoned-off and a criminal investigation was initiated.

Police Officers assigned to the 3rd and 4th Precincts, Emergency Services Division, and Detectives and Investigators from the Major Case Squad and Crime Scene Unit responded to the scene in a coordinated search effort for additional subjects and witnesses, to recover surveillance video, and process forensic and ballistic evidence.

Investigation yielded that the victim, a 27-year-old resident of Sherman Avenue this City, was sitting alone in the driver’s seat of his double-parked 2020 Chevrolet Malibu sedan; the suspect, who resides on the same block and is known to the victim, approaches the front of the victim’s vehicle, and allegedly produces an illegal handgun and fires three times into the vehicle through the front windshield, striking the victim all three times in his face, hand, and shoulder.

The victim exits his vehicle and attempts to flee west on Oliver Street, with the suspect chasing from behind; within seconds, the 3rd Precinct Officers round the corner and seize the event.

The victim was subsequently transported to a local area hospital where he is listed in stable condition. Investigators working into today developed information yielding probable cause to charge one of the apprehended subjects with the intentional shooting of the victim.

Police Commissioner John J. Mueller stated, “Service before self – these officers exemplify the courage and dedication that our police officers have in their commitment to protecting the residents of Yonkers. On patrol, in our community, moving towards gunfire, they apprehend an alleged attempted murder suspect and deliver him into the Criminal Justice System – outstanding work by these officers! And let this serve as reminder to those who engage in violence in our City, that the Yonkers Police is right around the corner.”

The alleged perpetrator of the shooting is identified as Andy Andrews, a 31-year-old resident of Walnut Street this City.

Andrews is charged with one count of Attempted Murder 2’, a Class B Violent Felony in the New York State Penal Law; and Criminal Possession of a Weapon 2’, a Class C Violent Felony in the New York State Penal Law.

Andrews was arraigned today in Yonkers Criminal Court and remanded to the Westchester County Jail; his next court date is scheduled for December 22nd, 2020.

The case is being prosecuted by the Westchester County District Attorney’s Office.

St. Joseph’s Seminary In Yonkers Says Hallelujah As Pope Francis Proclaims Year Of St. Joseph – By Brian Harrod

A statue of St. Joseph is visible May 1, 2019, at St. Joseph’s Seminary in Yonkers, N.Y. In a Dec. 8 apostolic letter, Pope Francis proclaimed a yearlong celebration dedicated to St. Joseph, foster father of Jesus.

Pope Francis announced a Year of St. Joseph Tuesday in honor of the 150th anniversary of the saint’s proclamation as patron of the Universal Church.

The year begins Dec. 8, 2020, and concludes on Dec. 8, 2021, according to a decree authorized by the pope.

The decree said that Francis had established a Year of St. Joseph so that “every member of the faithful, following his example, may strengthen their life of faith daily in the complete fulfillment of God’s will.”

It added that the pope had granted special indulgences to mark the year.

The Dec. 8 decree was issued by the Apostolic Penitentiary, the dicastery of the Roman Curia that oversees indulgences, and signed by the Major Penitentiary, Cardinal Mauro Piacenza, and the Regent, Msgr. Krzysztof Nykiel.

In addition to the decree, Francis issued an apostolic letter Tuesday dedicated to the foster father of Jesus.

The pope explained in the letter, entitled Patris corde (“With a father’s heart”) and dated Dec. 8, that he wanted to share some “personal reflections” on the spouse of the Blessed Virgin Mary.

“My desire to do so increased during these months of pandemic,” he said, noting that many people had made hidden sacrifices during the crisis in order to protect others.

“Each of us can discover in Joseph — the man who goes unnoticed, a daily, discreet and hidden presence — an intercessor, a support and a guide in times of trouble,” he wrote.

“St. Joseph reminds us that those who appear hidden or in the shadows can play an incomparable role in the history of salvation.”

Pope Pius IX proclaimed St. Joseph patron of the Universal Church on Dec. 8, 1870, in the decree Quemadmodum Deus.

In its decree Tuesday, the Apostolic Penitentiary said that, “to reaffirm the universality of St. Joseph’s patronage in the Church,” it would grant a plenary indulgence to Catholics who recite any approved prayer or act of piety in honor of St. Joseph, especially on March 19, the saint’s solemnity, and May 1, the Feast of St. Joseph the Worker.

Other notable days for the plenary indulgence are the Feast of the Holy Family on Dec. 29 and St. Joseph’s Sunday in the Byzantine tradition, as well as the 19th of each month and every Wednesday, a day dedicated to the saint in the Latin tradition.

The decree said: “In the current context of health emergency, the gift of the plenary indulgence is particularly extended to the elderly, the sick, the dying and all those who for legitimate reasons are unable to leave the house, who, with a soul detached from any sin and with the intention of fulfilling, as soon as possible, the three usual conditions, in their own home or where the impediment keeps them, recite an act of piety in honor of St. Joseph, comfort of the sick and patron of a happy death, offering with trust in God the pains and discomforts of their life.”

Yonkers Landlord Ben Ashkenazy Takes The Gindi Family To Court Over Century 12 Rent In Yonkers And For Damage They Are Doing To His Reputation

Ben Ashkenazy, was born in Israel and grew up in Lawrence, Long Island. He entered real estate right after high school and continued while taking classes at Adelphi University. He did not complete college. Forbes magazine has ranked him as number 207 on its list of the Forbes 400 and placed his net worth at $3.8 billon.

According to a lawsuit the family behind ASG Equities (ASG) and the bankrupt Century 21 Department Stores (Century 21) is starving developer AAC Cross County Mall in Westchester, Ashkenazy Acquisition Corp. and founder Ben Ashkenazy. of cash for his pandemic-racked real estate empire and smearing his name in the industry,

Members of the Gindi family, who have partnered with Ashkenazy for years.

The lawsuit was filed in state Supreme Court in Manhattan.

Al Gindi, a high school dropout, and Sonny Gindi, Syrian American cousins from an émigré Jewish family, opened his first Century 21 Department Store in lower Manhattan in 1961.

And their retail and real estate empire had grown to stretch as far south as Florida and west to Philadelphia and Jersey.

After 60 years in business, and surviving even the 9/11 attacks on New York, East Coast off-pricer Century 21 moved to liquidate its 13 stores in Chapter 11 after it says COVID-19 crushed its business. 

Reportedly, the decision to file fthe century 21 bankruptcy follows nonpayment by the company’s insurance providers of approximately $175m due under policies put in place to protect against losses stemming from business interruption, such as that experienced as a direct result of the coronavirus (COVID-19) pandemic.

Concurrently, Century 21 has filed a lawsuit against several of its insurance providers based on their decision not to compensate the company for losses under the policies.

LABOR TROUBLES: YPS Administrators Think They May Be Facing Covert YFT Teacher Sickout Job Actions That Hurt Children And Cost Homeowners – By Brian Harrod

Yonkers Federation of Teachers (YFT) President Samantha Rosado-Ciriello Has Been Battling With The Yonkers Public Schools for months.

YONKERS: Administrators in the Yonkers Public Schools (YPS) Board of Education offices are privately saying they think that Yonkers Federation of Teachers #YFT President Samantha Rosado-Ciriello might encouraging #Yonkers teachers to go into quarantine when they have had zero contact with a student or school staff member that tests positive for the COVID-19 virus.

Moreover, they say school principals and others keep reporting that #YPS teachers are irresponsibly having their lunches together in classroom together and causing schools to be shut down and children to fall further behind during this pandemic.

When a person reports a positive test in a school, administrators say they believe that #SamanthaRosadoCiriello and those around her are encouraging all teachers to go into quarantine even if they were not exposed at the school.

Some the Yonkers Council of PTA/PTSAs leaders claim that these potentially illegal job actions are causing students to fall further behind and suffer more during this pandemic.

They also claim that these “abusive and illegal” YFT job actions are hurting homeowners in The City of Yonkers, who are struggling to keep their homes during these challenging times.

When called the #YonkersFederationOfTeachers offices were called for a comment Karen, who did not want to give her last name, said YFT president Samantha Rosado-Ciriello and all of her representatives were in a meeting and unavailable for comment.

Yonkers Announces New Financing For More Affordable Housing – By Brian Harrod

178 Warburton at The Ridgeway is the fifth phase of the six-phase master plan to redevelop the distressed Cottage Place public housing complex built in 1945.

YONKERS: The Ridgeway is being developed by the Municipal Housing Authority for the City of Yonkers (MHACY) and The Community Builders (TCB) and will replace three outdated public housing buildings (Cottage Place Gardens Building #4, 8, and 12) and a disused gas station with a new, energy efficient residential building. The project also includes the remediation of a brownfield.

It will have 500 units of housing, parking spaces, a central open space as well as mixed-use development in three of the six project phases.

To date, 242 units across three phases have been completed, as well as the substantial renovation of an existing daycare center. Another 166 units of housing are currently under construction at 172 Warburton and 178 Warburton.

Financing for 178 Warburton at The Ridgeway includes $10,432 from for predevelopment to permanent financing; TCB contributed over $700,000 in predevelopment financing; Community Capital New York provided a $800,000 predevelopment loan. The City of Yonkers has committed to provide $500,000 in City HOME funds and $500,000 in Community Development Block Grant funding.

Other financing sources include NYS Housing Finance Agency tax exempt bond financing and subsidy, Federal Low Income Housing Tax Credits, State Low Income Housing Tax Credits, NYS Brownfield Tax Credits, $5 million from Westchester County Housing Implementation Fund and $250,000 of a $2.5 million Empire State Development Restore NY grant that was secured to finance multiple phases of the redevelopment.

The total development cost for the entire multi-phase project is estimated to be $296 million. New York State Homes and Community Renewal is the primary source of financing for the effort, having already committed several million dollars in Low Income Housing Tax Credits (LIHTC), hard debt, and gap financing toward the total development cost of $183 million for Phases I, II, III and IV.

The new eight-story building at178 Warburton, which is under construction, will feature a unit mix of six studio units, 35 one-bedrooms, and 40 two-bedrooms. The building will include a common laundry room, on-site management, and a rooftop resident center. Parking is free of charge. The units are affordable to families with a mix of incomes, ranging from 30% to 90% of Area Median Income (AMI).

The mixed-use building will also include a new Early Head Start day care center serving infants and toddlers from families with lower incomes. The center will be operated by Westchester Community Opportunity Program, Inc. (WestCOP), a private, not-for-profit, multipurpose social service organization, who will also operate the Head Start pre-kindergarten center at 172 Warburton Avenue, the fourth phase of the redevelopment also presently under construction.

The project also includes a 33,000 s/f central open space to be constructed to the east of the building.

Testing Expanded At Open Door Family Medical As Port Chester Declared Coronavirus Yellow Zone – By Brian Harrod

Westchester County Executive George Latimer Latimer says he was in communication with Port Chester officials including Mayor Richard “Fritz” Falanka, who is trying to write up a plan to prevent Port Chester from going from a yellow zone to an orange or a total shutdown red zone.

PORT CHESTER: Due to an increase in coronavirus cases, Port Chester has been designated a micro-cluster by New York health officials and placed under “yellow zone” restrictions.

The village jumped from 96 to 119 active cases between Thursday and Friday, according to Westchester County data.

Westchester County Health Department and Open Door Family Medical Center are expanding testing in Port Chester until Tuesday. The testing initiative was made in consultation with the New York State Department of Health.

Testing will be available:

  1. Monday, November 9: 10 a.m. -6 p.m.
  2. Tuesday, November 10: 10 a.m. -6 p.m.

Gov. Andrew Cuomo announced the micro-cluster designation in a Friday morning news briefing. It is a strong reminder that the COVID-19 pandemic is not over, Westchester County officials said.

Additionally, County Executive George Latimer and his Health Department is:

  1. Distributing masks and hand sanitizer to community groups and schools in Port Chester;
  2. Meeting with community and school leaders to discuss COVID-19 prevention and protocols; and
  3. Launching an educational campaign in English and Spanish.

The move to put Port Chester on the micro-cluster list comes as state health officials downgraded the restrictions on Rockland County’s and Orange County’s micro-cluster.

Rockland has been moved to the orange category from red. Orange has been moved to the yellow category from orange.

Study Ranks Yonkers As The Fourth Worst City For Millennials – By Brian Harrod

Weighing all the factors, the study ranked the Yonkers experience near the bottom of the list for millennials.

While the city of hills is see development at a scale not seen in at least a generation, a new study claims millennials might be best advised to look elsewhere when considering a new residence.

Atlanta-based Rent.com, an apartment search website, recently released their rankings of best and worst cities for millennials. Loosely defined as the generation currently between 24 and 39 years old, the demographic has been credited (or perhaps maligned) for reshaping housing trends through their preference for urban living.

Rent.com’s study looked at a number of millennial-focused factors and weighted them according to relevancy.

They included median income, percentage of millennial renters, the unemployment rate as of June 2020, walk and bike scores, and a “fun factor” score, described as a per-capita calculation based on commercially-available business listings of entertainment establishments like bars, concert venues, movie theaters, and restaurants.

So where does Rent.com think millennials will fare the best? That would be Salt Lake City, Utah. With a median income of $61,625, unemployment rate of 6.2%, walk score of 67, and percentage of millennial renters at 51.7%, the city ranked high in many metrics.

Apparently, it’s a blast out there; Salt Lake City’s fun factor score came in at 61.5, the second-highest ranking on the list.

The study generally gave high marks to cities located in the middle of the county with places like Madison, Wisconsin, Austin, Texas, and Lexington, Kentucky landing in the top five.

YONKERS: While wealthier school districts in Yonkers routinely spend significantly more money to run their public schools, the dirty little secret is that the disparity between various Yonkers Public Schools that can’t be attributed to the relative wealth in their communities.

All of the schools are part of a single district.

Children of color who need more support to overcome barriers to academic achievement are routinely shortchanged in the city of hills.

Even now with hybrid learning many poorer children of color have not been provided with the laptops and tablets need to complete their school assignments.

Yonkers was one of 53 districts across the United States that spent a statistically significant amount less state and local money on high-poverty schools than on lower-poverty schools.

the federal data showed that in another 263 districts, the level of spending on each school had little to no connection to the number of students in poverty, despite the higher needs often present in low-income schools. 

Until this year, funding disparities between schools in the same district were hard to identify. Most districts didn’t budget in a way that allowed comparisons of school-level spending.

They reported only districtwide averages, making disparities across districts the primary fodder for conversations about educational inequities.

Now, a federal financial reporting requirement has taken effect, demanding that states report per-student spending by school — just as they report student performance by school — and forcing transparency about disparate spending inside district lines.

The data was from the 2018-19 academic year.

The analysis focused on state and local spending because federal dollars are explicitly intended to supplement district budgets, rather than provide an alternative revenue stream. Districts that use the federal dollars to equalize their spending violate federal policy.

The transparency mandate was tucked into the 2015 update of the Elementary and Secondary Education Act but didn’t require states to report that data until June 30 of this year.

Off the record some in Yonkers Public Schools Superintendent Edwin Quezada offices have defended spending less on higher-poverty schools in the city of hills.

They claim that, certain special education programs can drive up costs in certain schools, but will not go on the record with this theory.

But the fact is that Yonkers is systematically being inequitable to poorer children of color and they are not working on solving that problem.

Yonkers has not proposed changes to deal with the inequities laid bare by the new data, even though the took nearly a year to put it together before submitting it.

The bottom line is that Yonkers needs to stop short changing children of color and need to to leverage school dollars to get the greatest outcome for the city’s children.

Maybe before the next Yonkers School budget the board of education should hire an educational consulting firm to do a financial audit of the new federal reporting, so that parents and lawmakers can understand how badly poorer children of color are being cheated out of their futures.

While federal law has only recently demanded transparency around school funding disparities for every district in the country, equity battles have played out in a handful of districts and communities over the years.

And Yonkers may once again, become ground zero in a public education battle if the Yonkers BOE doesn’t take steps to correct what is being done to these poorer children of color.

But Rochester, New York, offers a lesson in how hard it can be not only to make major changes, but to make them permanent.

Jean-Claude Brizard took over as superintendent of the Rochester City Schools in western New York in January 2008.

Soon after he started, he hired a consulting firm to follow the dollars in his district and identify inequities, which, it turns out, were striking.  

The budgeting system in Rochester until that point was one in which well-connected principals could advocate for more money for their schools.

Superintendent Brizard wanted to change that.

He started out by sharing the data internally and with the school board and then held community meetings where he aimed to spur enough demand for change that the district would be able to justify going against the wishes of the small but vocal populations of the schools that had gotten more than their fair share of district spending.

Superintendent Brizard orchestrated a three-year transition to a student-based funding formula that clearly laid out how much money schools would get for students with different needs.

Superintendent Brizard was sent packing and just after the new funding formula was fully in place, he said a group of affluent, mostly white, parents succeeded in lobbying the school board to dismantle the new system.

This Yonkers inequitable local school funding issue may once again need the help of the federal courts to solve.

In Los Angeles Unified School District, a lawsuit brought by the ACLU of Southern California forced the district to revise its methods of allocating spending among schools.

The ACLU sued the district, arguing that it wasn’t directing those dollars to the right students, and LAUSD settled, giving $151 million to a group of schools that had been shortchanged and revising its spending patterns moving forward.
